Born on October 20, 1962, Neville is the daughter of Doris Neville and Art Neville. Her father Art Neville is the founder of the New Orleans music groups The Hawketts, The Meters, and The Neville Brothers. She also has a brother named Ian Neville.
The graduate of St. Mary's Dominican High School, Arthel Neville was raised in New Orleans, Louisiana.

Arthel, after her graduation, moved to New York to pursue acting and modeling and was a recurring role on the soap opera Days of Our Lives before returning to New Orleans to enroll in pre-pharmacy at Xavier University.
Later, Neville shifted to journalism at Southern Methodist University and made a transfer to the University of Texas at Austin, where she earned a bachelors degree in journalism.
